The paradigms could be viewed like 'government' departments and form areas of focus for local community leaders.

Once established, all community leaders would connect on a regular basis, debrief, advocate and innovate.

Each with local knowledge and local connections - empowered to act upon decisions made in conjunction with their local community (via a unique blockchain engagement process) for the good of their local community.
